    SBUH is a Regional Perinatal Center (RPC) and therefore is compared to the New York State average rate for RPCs. RPCs provide all of the services and expertise required by the most acutely sick or at-risk pregnant women and newborns. RPCs provide or coordinate maternal-fetal and newborn transfers of high-risk patients from their affiliate hospitals to the RPC, and are responsible for support, education, consultation and improvements in the quality of care in the affiliate hospitals within their region.
    The U.S. average rate summarizes the average of health care organizations throughout the United States reporting to National Healthcare Safety Network for the period of January 2006 to December 2008.
